Elizabeth Campbell

Founding Executive Director

Elizabeth Campbell is the founding Executive Director of CoAction Global. She leads the development and execution of the organization’s vision to build cross-border, cross-sector partnerships that facilitate economic prosperity and resilience of communities around the globe. Elizabeth takes the helm of CoAction Global as the next step in a career spanning government, civil society, and the United Nations, marked by leadership in multilateralism, diplomacy and humanitarian action.

Previously, she served as Deputy Assistant Secretary in the Bureau of Population, Refugees, and Migration at the U.S. State Department, where she was responsible for over $1 billion in humanitarian assistance in Africa and managed the relationships with key UN, international organizations, and civil society partners. She also served as Senior Humanitarian Policy Advisor in the Bureau of International Organization Affairs. She was Director of UNRWA’s representative office in Washington, D.C., a Senior Advocate at Refugees International, where she focused on humanitarian crises in East Africa and the Middle East, Director of Refugee Council USA, and part of the UN Refugee Agency (UNHCR) in Kenya.

Elizabeth holds a B.A. from St. Lawrence University, and an M.A. and Ph.D. in Sociology from Binghamton University. She has served as an adjunct professor at Georgetown University’s School of Law, James Madison University, and Binghamton University. She is a fellow with New America’s Future Security Program, and an Arizona State University research fellow.

India Boland

As CoAction Global’s Chief of Staff, India Boland leads the organization’s operational, financial and governance systems and works closely with the Executive Director to strengthen institutional strategy and support program delivery across its global portfolio. India brings a career grounded in agile problem-solving, cross-sector coordination, and nonprofit leadership, helping steer the organization through a period of growth, transition and global engagement.

Previously, India served as Chief of Staff for the Bureau for Resilience, Environment, and Food Security at the US Agency for International Development (USAID), supporting operations for a 400-person bureau with a $400 million annual budget. She also led the $60 million Complex Crises Fund, streamlining its approval process from 142 days to 63. India has managed multimillion-dollar portfolios in fragile contexts including Iraq, Syria and Lebanon through her work at Chemonics International, and supported USAID–Smithsonian cultural heritage initiatives in Armenia and Iraq.

She holds a master’s degree in international economics and conflict management from the Johns Hopkins School of Advanced International Studies and a bachelor’s degree in political science and international affairs from Gordon College.

Samantha Kupferman

Samantha Kupferman leads external relations at CoAction Global, overseeing communications and partnerships. Samantha has built a career developing and executing strategic communications initiatives on behalf of nonprofits, foundations, professional services organizations, public sector entities, and individual thought leaders.

Leading efforts to build organizational and executive visibility, advocate on behalf of initiatives that transform lives, and manage crisis scenarios, she has worked with organizations across sectors including humanitarian aid and human rights, asylum and refugee rights, faith-based and interfaith advocacy, as well as museums and cultural institutions.

Samantha comes to CoAction Global from West End Strategy Team. She supports the communications firm’s business development, client relations and training programs. Previously, Samantha held roles at Marathon Strategies in New York and Rabinowitz/Dorf Communications in Washington, served as Deputy Communications Director and speechwriter for Arkansas Governor Mike Beebe, and as a reporter at the Arkansas Democrat-Gazette.

Samantha holds a master’s degree in journalism from the University of Missouri and a bachelor’s degree in international politics from Georgetown University’s School of Foreign Service. She is a volunteer alumni interviewer for Georgetown applicants. Previously, she served on the boards of adult literacy organizations and as a nonprofit grant reviewer.

Stephanie Kumah

As CoAction Global‘s Operations and Partnerships Manager for the Mission 300 Fellowship, Stephanie Kumah leads the fellowship’s implementation, overseeing government partnerships and day-to-day operations across multiple countries. She works closely with national governments, donors, and multilateral partners to support the delivery of Mission 300 priorities through the Mission 300 Fellows.

Stephanie brings over a decade of experience across government, international development organizations, and research institutions, with a career focused on governance, conflict prevention, and program delivery in fragile and transition contexts. Before joining CoAction Global, she served at the U.S. Agency for International Development (USAID) in the Bureau for the Middle East and the Bureau for Conflict Prevention and Stabilization, where she supported strategic planning, policy development, and interagency coordination. Earlier in her career, she held program management and research roles at Counterpart International, Creative Associates International, and the Atlantic Council’s Africa Center, managing programs across Sub-Saharan Africa focused on governance, peace and security, and education in conflict-affected settings.

Stephanie holds an MSc in Migration Studies from the University of Oxford and a BA in French and Government from the College of William & Mary. She is a fluent French speaker.

Paul Musser

Paul Musser is CoAction Global‘s Operations and Partnerships Manager for the Private Sector Humanitarian Alliance (PSHA) initiative. The PSHA looks to broaden and deepen multinational private sector engagement in the humanitarian sector through services focused on community building, intelligence sharing, investing, and reporting.

Previously, at Mastercard, Paul led international sales and partnerships, humanitarian and development initiatives, and global healthcare market development. He also was a senior executive at Visa where he led the company’s B2B Merchant Bank services. His career also includes public and private sector consulting along with time at a financial services start-up. Paul served in the US Navy as an intelligence officer at sea and in US embassies as a Defense Attache in Albania and Defense Liaison in Macedonia.

Marcia K. Wong

As Senior Advisor to CoAction Global, Marcia K. Wong brings senior leadership and experience in diplomacy, development, and humanitarian assistance in helping advance the Private Sector Humanitarian Alliance (PSHA). The initiative aligns multinational corporate partners with global humanitarian priorities to increase private sector coordination in global crises, deepen local partnerships, and align efforts more closely with existing humanitarian organizations and efforts at the local, national, and global levels.

Previously Marcia served as Deputy Assistant Administrator in the US Agency for International Development’s Bureau for Humanitarian Assistance where she helped oversee a $14 billion budget and led on humanitarian, climate, and localization policy. She also served as USAID’s Humanitarian Response Director for several crisis teams, including Afghanistan and Haiti.

Before rejoining government, she was the Policy Director of the International Committee of the Red Cross/US and Canada. She was also a State Department senior diplomat and USAID official, working on private sector development and trade and investment in Japan, the former Soviet Union, and Balkans. She helped establish the State Department’s Office of Foreign Assistance and served as executive staff to three Secretaries of State.

She is a Board trustee of the CDAC (Communicating with Disaster-Affected Communities) Network, an alliance of international and local humanitarian and media organizations which advocates for safe information and technology use during crisis. She is also a Distinguished Fellow with the Food Security Leadership Council, which is creating a future blueprint for US global food policy. She holds B.A. degrees in political science and international relations from Brown University and was an MIT Seminar XXI Fellow (2020), completing a selective one-year fellowship on geostrategic trends and issues with US government, international and non-governmental organization representatives.

Saumaun Heiat

Saumaun serves as an Operations and Finance Consultant at CoAction Global, where he supports the organization's operational and financial functions. A foreign policy and international development professional, he holds nearly a decade of experience across policy development, program management, and stakeholder engagement.

Most recently, he served as a Policy Analyst at USAID, where he led the launch of the agency's 10-year Digital Policy, guiding over $250 million in annual programming across 60+ countries. Prior to this, he held roles across the international development and humanitarian sectors, including at USAID Power Africa's Development Partners team, Chemonics International — where he managed economic stabilization portfolios in Iraq and Libya — Save the Children, Project Concern International, and the International Organization for Migration in Bangladesh, where he supported the humanitarian response to the Rohingya crisis.

Saumaun holds a Master of Arts in International Affairs from The George Washington University and a Bachelor of Arts in Political Science from UC Irvine.

Jessica Mbaz

Jessica Mbaz, based in the Democratic Republic of Congo, supports CoAction Global’s Mission 300 Fellowship as a Program Associate. She assists in planning, monitoring, and evaluating program activities, as well as coordinating with partners to ensure projects achieve goals and deliver meaningful impact. Jessica supports Mission 300 Fellows as they prepare to be deployed to the countries where they will be spending their two-year fellowships, and supports them throughout the experience, coordinating program facilitation and engagement with host governments.

Before joining CoAction Global, Jessica worked at the accounting firm KPMG as a tax assistant and an accountant. She managed monthly and annual tax declarations in compliance with DRC administrative requirements and prepared financial statements for a diverse portfolio of companies, strengthening her expertise in financial reporting and regulatory standards.

Jessica holds a bachelor's degree in applied accounting from Bellevue College in Washington. She served as treasurer for Bellevue’s Business Leadership Community, was recognized for her leadership at the Student Leadership Retreat and is an IRS-certified volunteer with United Way of King County, Washington, reflecting her commitment to community service and financial stewardship.

Resul Resulaj

Resul Resulaj, based in Tirana, Albania, serves as a Project Assistant at CoAction Global, providing operational, research, best practice models, CRM and database management support. As part of the Private Sector Humanitarian Alliance team, he is supporting the development of the platform that will facilitate multinational private sector firms in engaging and investing actively in the humanitarian sector.

Resul comes to CoAction Global with experience working on innovative humanitarian response initiatives involving cross-sector coordination, problem-solving, and partnership engagement.

Previously, Resul was a coordinator at the Afghan Future Fund, which works to empower Afghan refugees.

Prior to this, he gained experience in public administration in Albania and collaborated with international organizations operating in the country, including the Olof Palme International Centre, Westminster Foundation for Democracy, and Friedrich Ebert Stiftung.

Resul holds a master's degree in international relations from the University of Sussex, United Kingdom, as a Chevening Scholar. He earned both bachelor’s and master’s degrees in diplomacy and international relations in the European Union from the University of Tirana, Albania, where he was twice recognized as a top-performing student and awarded the Golden Medal of Excellence.

Jonathan Walters

Jonathan Walters is an energy economist who serves as an advisor at CoAction Global, supporting Mission 300 Fellows. Jonathan supports the Fellows, deployed in energy ministries across Africa, on a range of energy-related issues including clean energy, policy, regulatory issues, political economy, and climate change mitigation. Jonathan also cultivates successful relationships between Fellows and the African Development Bank and World Bank.

Jonathan started his career as an ODI Fellow in the Government of Eswatini and spent much of the rest of his career in the World Bank (with a three-year secondment to BP), from which he took early retirement at the role of director in 2014. He has worked with 60+ governments in Sub-Saharan Africa, the Middle East and North Africa, South and East Asia, the former Soviet Union, and Eastern Europe. In addition, he has partnered with and/or been a consultant for all major development banks.

Jonathan was educated at the Universities of Oxford in politics and philosophy (MA) and London in economics (MSc with Distinction).

Sheba Crocker

Bathsheba (Sheba) Crocker is a Managing Director at the World Economic Forum in Geneva, where she leads the communications and international organizations teams. Previous to this role, Sheba served as the U.S. Permanent Representative to the United Nations and Other International Organizations in Geneva, where she was the chief of mission of a multi-faceted embassy comprising close to 300 personnel, managed U.S. engagement and financial contributions to over 40 UN and other international organizations, and represented the U.S. government in intergovernmental processes and negotiations on issues including digital and AI, intellectual property, humanitarian affairs and human rights, global health, labor issues, climate change, conservation, development issues, and more.

Sheba has previously served in multiple senior roles, inside and outside the U.S. government, including as vice president for humanitarian affairs at CARE USA; as the Assistant Secretary of State for International Organization Affairs, and other senior roles, at the U.S. Department of State; as a policy and advocacy officer at the Gates Foundation; as a senior advisor on peacebuilding and tsunami recovery at the United Nations; and as co-chair of a project on post-conflict reconstruction at the Center for Strategic and International Studies in Washington, D.C.

Sheba has held fellowships at Georgetown University’s School of Foreign Service and the Perry World House at the University of Pennsylvania and has taught at Johns Hopkins University, George Washington University, and American University.

Earlier in her career, Sheba served as an attorney-adviser in the Department of State and clerked for a U.S. federal court judge. She holds a J.D. from Harvard Law School, an M.A. from the Fletcher School of Law and Diplomacy at Tufts University, and a B.A. from Stanford University.

A native of Washington, D.C., Sheba and her family currently live in Geneva, Switzerland.

Ramsey is the Head of Strategy for Lumenix USA, an artificial intelligence technology company. Ramsey is also a Non-Resident Scholar in the Africa Program at the Carnegie Endowment for International Peace.

Ramsey served in the first Trump administration as the Assistant Administrator for Africa at the U.S. Agency for International Development (USAID) where he led the agency’s foreign assistance policy development, budget planning, and program operations across 40 countries in sub-Saharan Africa. Ramsey also led the design, launch, and implementation of the Trump administration’s Prosper Africa initiative to significantly increase two-way trade and investment between the U.S. and African nations.

Prior to U.S. government service, Ramsey was the Senior Director for the Center for Global Impact at the International Republican Institute (IRI) designing and planning initiatives to advance democracy governance around the world. He also served as IRI’s Country Director in Amman, Jordan from 2014 to 2017. Ramsey has held numerous other positions within the international development and foreign policy community both in the United States and various overseas posts, including serving as the USAID/Montenegro Country Representative. He also served at USAID in the George W. Bush administration as the Chief of Public Liaison as well as the Chief of Staff for the Europe and Eurasia Bureau.

Prior to public service, he worked for multi-media companies in both Atlanta and New York. Ramsey holds a Bachelor of Arts from the University of Mississippi and a Master’s in Public Administration (MPA) focusing on International Affairs from the Harvard Kennedy School of Government.

Jessye Lapenn

Ambassador Jessye Lapenn is based in South Africa and serves in a number of advisory roles, including with Audere Capital, Busara Advisors, ForSea Invest, Interpeace and the University of the Witwatersrand.

Ambassador Lapenn recently retired from the U.S. State Department after a 30-year global career. As a senior diplomat, she was the U.S. Ambassador to the African Union and the U.S. Permanent Representative to the United Nations Economic Commission for Africa; the Chargé d’Affaires (Acting Ambassador) in South Africa, and Deputy Chief of Mission in Rwanda. In addition, as the inaugural Senior Coordinator for Atlantic Cooperation, she established the Partnership for Atlantic Cooperation, increasing cooperation among 40+ Atlantic coastal countries.

Born and raised in New York City, Ambassador Lapenn received a BA with Honors in Women’s Studies from Harvard College and an M.Phil in International Development from Cambridge University. She is the proud mother of one son, who has joined her global adventures.

Chris Timura

Chris Timura is a partner in the International Trade, White Collar Defense, and ESG practices in the Washington, D.C. office of Gibson Dunn & Crutcher LLP.

He advises clients on complex regulatory, legal, and policy issues at the intersection of U.S. national security, foreign policy, and international trade regulation and advocates on their behalf in investigations, briefings, and disclosures before the Departments of Justice, State, Treasury, Commerce and War. Chris is a specialist on U.S. and multilateral controls on emerging and other advanced technologies. In addition to helping companies design and implement trade compliance systems, Chris also counsels clients on integrating human rights considerations in different kinds of business operations. Chris’s pro bono clients include humanitarian, rule of law, and human rights NGOs and individuals seeking asylum and other kinds of immigration relief. Since 2022, Chris has served on the Department of Commerce’s Regulations and Procedures Technical Advisory Committee.

Chris completed his PhD in Cultural Anthropology and his JD at the University of Michigan. He also completed an MSc in Anthropology and Ecology of Development at the University College London while a Fulbright Scholar, and a BA in Environmental Studies at Denison University.

Sheila Warren

Sheila Warren is an internationally recognized leader in emerging technologies with deep expertise in AI, blockchain, digital governance, financial inclusion, startups, and systems change.

A multiple-time entrepreneur, she recently served as Chief Executive Officer of the Project Liberty Institute, a funding institution focused on ethical technology. Previously, Sheila served as the founding CEO of the Crypto Council for Innovation, the premier global alliance advancing the promise of new technology through research, education, and advocacy.

Prior, she founded the World Economic Forum’s blockchain and digital assets team, oversaw its Center for the Fourth Industrial Revolution, and was a member of the Forum’s Executive Leadership Team, leading technology policy strategy across 16 countries and regularly briefing heads of state, ministers, and chief executives.

Sheila began her career as a Wall Street attorney at Cravath, Swaine & Moore LLP before turning to philanthropy and civic technology. She was on the executive team at TechSoup and was the founding executive director of NGOsource, an online service that helps U.S. foundations reduce the cost of cross-border grants. She graduated with honors from Harvard College, with a Bachelor of Arts in economics, and Harvard Law School.
